Page sizes different even though Image and Canvas size says they are the same

Can anybody help me with this?.... When I open up two different background papers and both Image Size and Canvas Size say they are the same, when I move one onto the other they both end up being two completely different sizes.I can open up two 12x12 papers and one will fit inside the other with a few inches gap around the edge.Unfortunately it throws the size ratio of all elements out.

are the resolutions on each image the same? sorry if that's what you mean by what you said, just wanted to double check and ask.

that is odd. i have no idea, but have you tried restarting the program? maybe it's just some sort of weird hiccup.

Just checking this possiblity out, are either of them set to centimeters instead of inches when you look at the information properties?

I think I'll have to throw this one in the too hard basket and just steer clear of the offending papers!
