"squishing" ribbon

Okay, so I am not sure what name I should call what I am trying to do Anyway, I would like to make a portion of my ribbon smaller so that when I put a tie on it, it looks like I tied the ribbon (when I put the ties I have on my ribbon and have the ribbon stay flat it looks REALLY funny). If anyone could tell me how to do this I would be so grateful.

I usually use the pucker tool in the liquify filter. By using the pucker and bloat function you can easily make a ribbon look like it is either pinched or puffed up like wire ribbon. You can also use the pinch filter. I think it is under distort in the filters. HTH
