Question Resizing an image

I am using Photoshop 7 and I have an element I want to make smaller but I can't figure out how to get the corner markers to show up so I can resize it...how do I do that?

If the layer is "selected", click on the "Move" tool (or press the letter "V" on your keyboard). This should put corner markers around whatever is selected.

If not, you will have to select it first =
first = click on the layer first
next, click on the "selection" tool (or "M" on your keyboard)
next, hold down your mouse and drag a dotted line around the object you want to resize , let the mouse go,
next, click on the "Move" tool (or V on your keyboard).
next, resize or manage the object anyway you wish... you can even drag and drop it to another image if you like.
next, click on the "check mark" at the top of the screen (do you see it?) this mean "yes" you want the change to occur. the circle with the line thru it means "cancel" what I just did.
If you don't see these icons at the top, you must:
click on Windows
Click on "Status Bar" .... now you will see it at the top.
