which type color should I use for both digital and real paper printing?

When I am designing papers to be used both digitally and to have professionally printed later for sale in a lss which type of color palette should I use? I know that if I want them to be true on the web then I should only use websafe colors. But can I use any RGB colors for the printing process that the larger companies use for printing the 12x12 papers? I know my digital printer here that does my personal printing says that I need to use the Pantone colors but I am not sure if that is the same on the larger presses they use for the bulk papers we buy at the lss. Anybody know? Thanks. Kelley
