Does anyone know if it is possible to rotate a brush. For example, if you have an edge brush that is straight up and down can you change it to apply to the top and bottom of your page too?

yes you can rotate a brush in PSE. when you have your brush selected, you should have a toolbar available on the top (Windows View Options). On that toolbar is a little brush way over the the right and it says more options. Click on that to view the rotation option.
