Layers Anyone?

I recently loaded "Elements" on a G4 machine with loads of hard drive and RAM.
I do not have an active "Layers" menu, so I don't have the ability to make/add layers. Anyone else have this problem or know how to remedy??

at the top, if you go to "WINDOWS" and then down to "Layers", the layer pallet should pop up for you!!
