Can I apply an effect to just one layer?

For example I want to apply a spatter frame around just my picture. WHen I select the picture and apply it, it flattens my layers and applies it to the outter border. THanks

I'm not sure what you mean by a spatter frame - for most layer effects I don't have the problem you've described. Can you apply the frame to the picture in a different window and then pull the whole thing into your page?

I'm not sure what you mean either, if you want to apply the spatter to your picture in just one spot, in a frame shape (IN PSP8) you can use the select tool in the rectangle shape and once the shape is where you want it (you may have to invert to get it to surround the area you want) then you can add a layer and the spatter will only go where the area is selected ... i'm probably not explaining that right, sorry!

Not sure what program you are using though.

That happens to me too and I have the layer selected when I click on the effect. I am using PSE2. I figured it was just the way it worked.

Yes, I am sure that is just the way it is...

Why dont you copy you layer to a new image and then apply the frame then copy it back??

Thanks so much! I just tried putting the image into another clipboard, applying a filter and it worked well.
