Here's how (thanks to Wendyzine Scraps):
For PSE6/VISTA OS users:
Close PSE before installing actions.
1. Instead of a PSD file (which earlier PSE versions use), you must include a PNG file. Open the PSD thumbnail file that came with your action, save it as a PNG. Make sure the layer name and the filename are the same as the action name with the exception of the extension. (The designer may have included a PNG file already.)
2. Put the action and the PNG image that represents the action into this folder:
c:\ProgramData\Adobe\PhotoshopElements\6.0\PhotoCr eations\ImageEffects
3. PSE 6 allows you to group your actions and styles into "Categories" using XML files. Some designers provided the XML files for you. Locate the .xml file included with your style. Copy this file.
4. Paste your .xml file into the following directory:
C:\ProgramData\Adobe\Photoshop Elements\6.0\Locale\en-US\Photo Creations Metadata\Layer Styles
5. Start PSE.
7. You can now access your actions in the actions palette under SHOW ALL and it's subcategory.
(If your new actions do not show up at this point, you can try the following. Go to the following directory, find the file MediaDatabase.bd3 then rename it MediaDatabaseOLD.bd3.
C: Documents & Setting\All Users|Application Data\Adobe\Photoshop Elements\6.0\Locale\en-US
For PSE6/MAC OS users:
