question on frames

Is there a way to use the frames (included in many of the kits offered here) in Photoshop Elements?

I know that I can use them as a layer, with the photo underneath, but I'm trying to add them to the Elements Artwork Content (drag n drop).

They don't work there - I get an error trying to use them after adding them to the content folder. Something is missing from the frames, I think - a "drop zone" layer?

I've added backgrounds and elements-images with no problem.

Any ideas on how to easily convert the frame images to be used in Elements Artwork?

Sorry if this is a stupid questions from a newbie. There's probably an easy answer - I just can't figure it out.
