Had it, Lost it, Want it back

In PSE 5 I used to be able to rightclick in the workspace area and the File menu would pop up to get a new file. For some reason that stopped working. Just was handier than arrowing up to the menu or using keyboard shortcuts. Anyone know how to get that feature back?
