Help w/photo effect

I have seen in several LOs, pictures that have been altered to where they have an almost dreamlike, soft quality to them. Usually I see it done to pic of small children in order to make them look really angelic. Of course, I can't seem to locate any right now in order to stick a link here to illustrate what I am trying to describe. I will try to find one, but in the meantime, if anyone thinks they know what I'm talking about and can point me in the right direction, I would really appreciate. (using PSE3)

I love VP and what an ADORABLE page Myranalis! Another trick you can try is

basically I duplicated my photo 2x
>blurred top two layers Filter>blur>gaussian blur (play with settings, you can go back and blur again)
>top layer - changed blend mode to 'soft light'
>middle layer changed blend mode to 'screen' lowered opacity to 73%
>Bottom photo is original with no blend mode and 100% opacity

the screen shot is in PS but should work with PSE as well.

I was going to mention VR.. but also the guassian blur trick as well.. do a google search on dreamy look... you should find some tutorials that will give you the same results without a plugin..

Anothe thing that adds to the dreamy quality is the diffusion glow.
