Opening photo file to drag and drop

I used a trial version of PSE 4 to do my first layout. Everything went fine so I purchased PSE 5. Now when I open a photo jpeg file and try to drag and drop to my layout, the photo won't move. It appears to be opened as a background layer and is locked. I don't have trouble with papers and elements. What am I doing wrong?

double click on that layer and see if it releases it

In the upper right hand corner you will see a box that has 4 boxes, click on that so you can see your photo and layout. Then, make sure your MOVE tool (press V) is selected, grab your photo and drag and drop it on the layout. Another option is to make sure your photo bin is open (at the bottom), then click on your layout, then (again, making sure your move tool is active), click and drag on your photo in the photo bin to your layout.

I still find it easiest to right-click on the layer you want to move into the layout, select "duplicate", then select the layout's file name from the drop-down menu. I've been doing it this way pretty much since I started digi-scrapping, and it is second nature now.

Thanks for all the replies - turned out that maybe I hadn't tried DOUBLE clicking the layer to release the lock. It worked when I got home and tried it. I could have sworn I had already tried that but apparently not. All is working fine now. Thanks again!
