Hi
It depends exactly what your looking for. The quickest way to make it look torn is to use the eraser and pick a suitable brush to erase with.
For blurring use the Blur tool

Is there some type of filter to use to get this effect?

On a copy of the picture sometimes I use the cookie cutter tool and then "feather" it. The larger the feather number the more picture it blurs. You can then move that onto your LO. For torn edges, I likewise use a brush.

Thank you, so much! I have been a Paint Shop Pro user for a few years and someone suggested PSE for doing scrapping. I am just getting in to the digital scrappin. So, PSE is new to me. I was looking for the tool to do exactly as you described. I am so grateful!

Thanks again!

I have just bought PSE5 and so far I really like it. The reason I bought PSE5 is mainly for the brushes and styles. PSP brushes only go up to 500. It is a little different than PSPX which is what I use most of the time. But if you know PSP it wont take you long to learn PSE. Good luck and have fun learning!
