Using Layered templates ????

I bought a Simple Scraps layered template and even though I have the instructions in my hand, I can't figure out how to make it work! I have PSE. I open the TIFF file and all the layers are on the right. I highlight a layer on the right and drag a picture (or paper or whatever) up to put in that layer and it just automatically makes that picture the background and my layers are gone! Can anyone help? thanks

You need to use the keys Ctrl + g and then it should conform to the layer Let me know if that doesn't help!

I must be doing something majorly wrong, but I don't know what. I don't even get to a point where I could use control + g. As soon as I drag my pictue up from the bottom it automatically replaces the template with this picture and makes the picture the background. I can't seem to get the pictures and the template on there at the same time.

Don't open the tiff file...
If you are using PSE you should open the psd file

Your PSE is only showing you one file at a time. Open the tiff or psd, then open the photo. While viewing the photo, right-click on the layer in the layers palette, select duplicate layer and then use the drop-down menu to select the template file. When you go back to viewing the template, your photo will be there.
