Help needed with page templates

Hello,
I'm really new to digital scrapping and haven't really used PSE4 prior to becoming interested in it, so forgive me if these questions are really stupid
I have downloaded a couple of free page templates, one of them has round frames in which to put your photos, I opened the template in PSE4 and then opened my photo, I can move the photo and resize it fine but it is just sitting on top of the frame, and because the template is the background layer I can't move the photo layer below it which I believe is how you would normally place an element under another
Also I have tried to open a blank layer 1st and position the template on that ( thinking if the template wasn't the background layer, I may be able to move my photo layer below it) but despite resizing the blank layer and the template layer to the same size, when I drag my template onto the blank layer, it is suddenly absolutely huge and I can only see a tiny portion of it, if they are the same size shouldn't t fit on?
Hope I haven't asked too much in one go, but it is bugging me now because I can't work out how to do it!!

I'm in no way expert at this, but I may be able to help you!

1st - you can click on your layer and change it to layer 0 so you can move it around.
OR you can duplicate it and then you can move it around and move photos beneath it.

As far as your page template being HUGE, do you have everything the same resolution?

If your new blank page is 72 dpi (the PSE default), your template is probably 300 dpi and thus IS huge in comparisom. If that is the case, you will just need to change the resolution of your new page.

Thanks for that, changing the resolution sorted it, in fact it went too small!!, I'll get there in the end, I just zoomed in on it more
No doubt I'll have many more questions as I go along, it's nice to know there are people like you who can help, sometimes you just can't find the info you need in a book.
