How do I make a blinkie in PSE3?

I have tried the tutorial but not all the functions it asks me to choose are in the same place. I am having a hard time finding them all and the process for something very small is time consuming. Is there a better way? A faster way? Am I missing something? All the help I can get would be GREAT! Thanks in advance!!!!
