Is there a way to make dotted paper in PSE3?

I've been working on this the last two hours, and I can't seem to find a way that doesn't take forever.

I want a solid red background with small dots of various colors on it. How do I do that?

I don't use PSE3, but in PSCS, which I believe would be similar, you could make a smaller pattern like a 1 inch square and go to Edit-Define Pattern, and then use that on the layer. Hope that helps!

PSE3 does have define pattern.

But I don't know the steps to do this. I opened a 12x12 transparent background. Then I selected a small square of it and colored a dark background in it. I then drew a circle in the square and colored it something else. Then I went to Edit, Define Pattern. And then I didn't have a clue what to do next.

Sorry, but I guess I need further guidance.

The way I do it, which may or may not be the best way is to

1. create a 1 inch square and create the pattern
2. Edit -Define Pattern
3. Open a 12x12 and fill it with whatever color
4. On that layer go to Layer Style - Pattern Overlay and choose the pattern I defined.

I like to do it this way because it gives me control of how big or small to make the pattern.

I hope that makes sense and that it all works in PSE3.

Oh Jodi, thank you so much. It worked. And I love it that you have that slider in the pattern area that lets you decide how far apart you want your circles.

I had never used patterns before. I suspect they are a lot more powerful than what I did tonight, but it was a start--thanks to you and a couple Peas.
