I assume you want one with a nice, fat, white edge rather than the mulberry look janee has.
Use a brush. A rough chalk or spatter brush. Set the spacing up high so when you paint the tear line they're not touching. Then rotate the brush and go over it again, 3 or 4 times. This is necessary to get a good, random spin on the brush. If you download a brush made in PS that has an Angle Jitter on it, that'll spin on its own, but PSE can't do this, only use brushes that already have it set.
After brushing your tear line, remove the paper layer on one side of it. Soften/blend the edges with a low opacity eraser and the Smudge Tool. Add a tiny drop shadow, very light, very close to the tear layer. Add texture if desired. Play around. PM me if you'd like to see a tutorial on it, explains better with pictures than I can
