Are you wanting to do a plain colored border all around your page? You could select the entire page (CRTL + A) and use the stroke command (right click when the marquee tool is active). Set the stroke command to inside and enter the size of the border you want. You can use the foreground, background, black, 50% gray or white.

HTH! If I misunderstood the question, redirect me and I'll try again.

You could aslo create a new layer, select the rectangular marquee tool from the tools box (hold down the shift key to create a perfect square if required) and then go to Edit> Stroke for your border. Change the thickness of the line in pixels and use the color picker to select your choice shade. This might give you more control of you decide to move or adjsut the border. The great thing about PS, or bad thing, depending on how you look at it, is that there is always more than one way to complete a task! Good luck!
