Photoshop Elements: Feathering

How do I feather? I tried opening a new page, opening the picture. I want to feather the pictures edges to soften the edges to put on my new page. I've tried everything I can think of but obviously not the right thing. Help!

I'm not sure if this is the "right" way but.... I also had a hard time figuring this out. What I do is bring my picture onto my layout. Select photo with magic wand set at 255. SELECT then FEATHER, set the size. Now you should see a smaller area selected. I go FILE then CUT (ctrl x), delete the part of the picture that is left behind and PASTE (ctrl v) the new picture back on the page.

This is how I do it.
Have your photo on it's own layer on your layout. Ctrl click on the photo layer in the layer pallette. This will select it. Go to Select>Feather and enter the amount of pixels you want to feather. This will be different for every photo. The bigger the feathered area you want the bigger the number you will need. Also, the higher the resolution of your photo, the bigger the number you will need. Start with 100 and see if you like it. You can always undo and try again. Go to Select>Inverse and hit the delete key a few times until you get the look you like.

The fastest way I've found is to use my "rectangular marquee tool" (or the circle one if I want it rounded) to select the area of the picture I want to keep. Right-click with the mouse, select "feather," enter in your pixels amount to feather. Then right-click again, click "Select inverse" and hit backspace to delete.
