How can I make a vintage photo clearer?

I have a wonderful photo of my grandfather that my aunt gave me.
It's very grainy looking.
I have PSE 2.0.
Is there a way I can fix this photo to make it clearer?

I have PSE3, so I'm not sure which options might not be as available to you, but here's what I'd try:

I would first save a new copy to make sure my original is not touched. Then I'd try the reduce noise filter and the clone stamp tool around the eyes. PSE3 has a spot healing brush that would work for some of the areas, too, but I don't think that exists in PSE2. You might also try a slight Gaussian Blur to give it a smoother look, although this might cause you to lose some of the detail.

Fool around and I'm sure you'll be able to do something.

Here's a quick attempt -- I used the Reduce Noise Filter, used the clone stamp tool on the bright part of the left eye. Then I added a new layer of the photo, applied a slight Guassian Blur to that layer, then went in with an eraser and erased the face and dress (so the Blur would be just in the background). Is this the effect you're trying to achieve?

I use Neat Image to clean up photos but your tips sound like they would do about the same thing.
