Here's what I'd do -- First, open all the pictures you want to have on your layout. Then make a new file at the size and resolution you want (for instance, 12 x 12, 300 dpi). Be careful to notice what resolution it says, because PSE3 is set to a default 72 dpi the first time you use it.
Now, notice all your elements are in the photo well at the bottom of the page, including your new page. Click on the first element you want to be in the layout. Make sure your move tool is active (top tool on the left hand side -- looks like an arrow with a plus sign next to it). Click on the element, then drag it into your empty page on the photo well. It will show up there as a new layer. Now click on the next photo you want on your page. Drag it down to the layout that has your first element on it. Keep repeating until your layout is full of those things that you want on it.
Now, close all those other files and begin to work on your layout. Your handy layers palette will be open on the right of your space. If you want something to be higher or lower on the page, simply grab that particular layer and drag it up or down until it's where you want. If you want to resize something, grab on the corner of it and move it to where you want. Beware, though -- you have to hold down the shift key to constrain proportions so that your picture doesn't get out of wack (think fun house mirror). Or, if you forget, once you've moved it a bit, a box will appear on your toolbar above. You can click on the "lock" key between the height and width at the top, and the proportions will go back to right.
