I'm not familiar with Photo Impact Pro, but I doubt you can res up a 72 to 600 dpi and gain the resolution you need for printing.
You could do the following test:
create a smaller page at 200 or 300 dpi and create one of the elements (or portion of) that you created at 72 dpi. Print this and compare to the ones created at 72 dpi and res'd up to 600 and see how they compare.
As for the color, you will need to follow the guidelines that come with your printer for calibrating your monitor with your printer.
