You sure can use Picture It for making layouts. All you have to do is open the elements into Picture It. Have the background layer active then drag the other elements onto it and arrange as desired. Easy as pie!
Picture It is the baby brother of MS Digital Image Pro (DIP). DIP allows the use of Photoshop compatible plugins and DIP9 and 10 has selection tools.
