With my heritage photos I plan to do them both digitally and via paper. I will only do the most important ones to me in using both mediums. The other heritage photos will only be done via paper. However, whenever I do a paper LO with heritage pics I plan to only use a scanned in copy. The originals will be kept, like Franham said, in photo safe pockets, in a photo safe box and in a safe deposit box so it is off site in case of a fire. I also currently keep a copy of my digital LO's hard drive in a safe deposit box (I rotate it about every one to two weeks.)
