I'd recommend PSE even though it's a little harder to use. I started with DIP and it didn't take me long to realize it couldn't do everything I wanted. PSE was a challenge but I'm glad I stuck with it. I got a lot of help here and checked out a few online tutorials. Also, there are lots of plugins, brushes, styles available (a lot of them free).

So if you're keeping a tally, put me down for PSE.
