LOL go with PSP9... Easy to learn and the price is sssooo cheap for everything you get. PSP is a very powerful program if you use it to it's full capabilities!!
There are tons of addins, pulg ins, scripts, brushes, tubes, patterns, effects and everything else you could ever want for scrappin'!!

Are you going to be making your elements yourself? Or is your main goal to create LO's?
