first, SELECT the area you want blurred. i ususally use the l***o with a 2-3 pixel feather, or the magic wand.

Depending on the photo, it could be easier to select what you don't want blurred then go to

SELECT>INVERSE


then go to the top menu to:

FILTER>BLUR>GAUSSIAN

play with the slider until you get the amount of blur that you like.
