Yes. the 300 dpi means 300 dots [or pixels] per inch. Since both jpgs and pngs are made up of pixels, then they can both have their resolutions altered the same way.

I make all my layouts at 300 dpi. It makes sense too, since the elements I use are at the same dpi.
