By overlays, do you mean "word art" or transparent pictures?
For word art on transparent background all you need to do is open a new canvas, insert your text, choose font, layout etc then save as png.
For a faded picture look all you need to do is open a new canvas, insert your picture and size to suit then go to transparency>even and move the slider to the right until you get the look you want. Hope this helps.
