Here's one way to do it:

1. make sure your ribbon is vertical on the screen (rotate it 90-degrees if necessary).
2. make a rectangular selection around the area you want to "squish".
3. under the Filters menu, choose Distort>Pinch. Adjust the slider for the amount you want

You will get a smoother transition if you feather your selection.
