Scan in your image, import in into CS, select the area and change the default feather settings to preference witna marquee tool of choice. Go to Edit and then Define Brush. A box will pop up to name your brush. Note that your brush will be saved to the current brushset in your palette. To save a new brushset you need to delete all the current brushes and then save as as a new brushset. Also if you find that Define Brush is grayed out when you go to edit menu make you image small by dragging the corners and holding down the shift key and try again. The process is the same for royalty free images. Print quality will depend on the resoltion of the photo.
