Hmm. . .
I downloaded the file you attached & used it to fill a large (600 x 600 pixel) area. It tiles seamlessly, so perhaps that's what was intended. It's a bit 'wrinkly', so I resized it by 200% and then used the result for a fill in the same large area. I like the results a bit better -- might do a small amount of manipulation to reduce the highlights.
Here's a real quick tag I made from the doubled tile - then applied a Gausian blur to smooth it out just a bit. I used the tag outline I created yesterday. I'll upload the tag template later so all may use it to create their own, customized, tags.
