"How do you get a dotted circle before you put text to path" If you want dots underneath your text...? You will have to make your vector circle, duplicate the vector layer, change one of the vector line properties to dotted style line, hide the visiablitiy of this vector layer and then on the duplicated vector run your text around that path. Turn visiablity back on to see your dots. Is that want you want to do?
To add text to a wavey raster image you would need to freehand draw a vector line that closely follows the wave of the raster image and apply vector text to your vector line.
