The links can be given out at any time during the chat - totally depends upon the hostess. In addition there are prizes handed out throughout each chat - again times for when those are distributed are completely up to the hostess.
You certainly can join in at any time during the chat time, but I can't promise what links will still be available at any time as that will be up to the hostess.
