Would it be possible to post a note/sign where the scooter was taken and ask for it back (no questions asked if need be) and write a little sentence about how you young child "needed" this form of transportation due to her health issue!!
If you have a photo of it post with that note also and maybe just maybe some will recognize it and report where it is at to you.
