I don't know digitally how you could do that, but you could take your photo off, put the journaling on and then print the page. Then print the photo and use hinges or whatever to attach to the top of your printed page. You could cut a slit in a page protector to slide the photo through so that only that photo is on the outside of the protector. (It's been a long time since I've really looked at paper products - they may actually make some sort of protectors that may work better for this. ) Then you could create a small photo size protector that would just cover the photo on top of the page protector. Creative Memories used to sell photo sleeves that would work, but I don't know if they still carry them or if someone else would.
Someone esle who has paper scrapped more recently or has more hybrid experience may have a better suggestion.
