Largey yes - hybrid is considered using both digital products and traditional products to create layouts or projects. This could include printing an entire digital layout and then adding a bit of ribbon or a flower or whatever, or maybe just printing some digital paper or brush designs on paper and including that in a layout that is mainly scrapped with traditional products. There aren't any particular rules as such.
Generally if a layout is not exclusively digital the credits will reflect that with the description as being hybrid, if a layout lists only digital supplies you can assume its a wholly digital project
