In the Materials Palette ther are two colour boxes. Foreground/Stroke and Background/Fill: hover your mouse over them and you will see their details. The top box is Foreground/Stroke: this colour determines your line colour around your text. Background/Fill is the bottom box and that determines your fill colour for text. If you want just text with a red outline use red in the Foreground/Stroke box, then in the Background/Fill box make it Null - that is no colour, which is the circle with a line through it. When your text editor box is open check your text toolbar for the Stroke option and make sure you have a number set there for the line to show.
