You probably need to update your embedded graphic card drivers... check out this link here:

and then go here an download the latest driver based on the Operating System you have..

install, reboot, say goodbye to problem.

The "rev up" sound you here is either a fan kicking in to cool your system from overheating... or your DVD/CD drive spinning because some application decided to read all your drives... if the revving keeps up and is not the dvd drive... you might want to be sure you system isn't overheating.. if it is a fan - you'll need to find out what is wrong.. could be an inadequate power supply, not enough ventilation, etc.
