Hi and welcome! There are free 30-day trials the programs that we use most for creating our layouts. (Paint Shop Pro, Photoshop, Elements)
One that is totally free and I hear is a really good program is GIMP!
We don't have many tutorials for it here, but it would be better then a older program in it's abilities.
