Which part of that layout exactly is it you think is vector? The swirly, dottie, circles and blobby things are brushes, made from vectors, back to brushes and back again.
About the only simple method of increasing your PSP vector shape files is by following
this tutorial.
Don't be fooled by the quality of vector shapes that can be made by only looking at her simple examples!
the hardest thing is to find good .wfm files that you can use.
Or draw them in vector mode yourself, which really takes a toll on your hair!
