I use mine in a variety of ways.

My favorite is probably this: create your 12x12 document. Fill it with the color you want for the background. Add any patterny fancy stuff (ie stripes, paisley, etc) or keep it solid if you'd like. Drag the overlay onto the paper- the overlay will now be on its own layer. The overlay layer goes on above everything else. Then change the blend mode to OVERLAY.

I'm horrible at explaining things, I really hope that made sense.
