78.780 pixels per cm is equivelent to 72 pixels per inch - Im guessing you may be Aussie (or somewhere where metric is used) and so they are telling you to use metric measurements.
On top of that the preferences would be for the monitor display settings - really there is no hard and fast rule for it - leaving the rendering at 72 or 96 means it requires less processing power which can be a good thing and really should be adequate.
