I'm not sure about PSP (I have it but don't really use it) but in PS I resize all the layouts to 6x6 then pull them into a 12x18 canvas and line them up in 2 rows of 3. Then I will merge them and shrink that layer to 98% so that I get a white edge all the way around it, save as a jpg and upload that for printing. I do that because I can make sure that nothing essential that is near the edge is cut off.
