on your actions palette- open the action by clicking on the blue triangle next to 'sandycheeks'. you should see a list of stuff below it- Make, Reset Swatches, etc. this is the 'history' of the action- everything that the action will tell photoshop to do.

the first one- make- tells the action to open a new document. click on 'Reset Swatches' and then hit play. it will run the action without making a new document.
