You can do it it DIP though ite not an automated process.
Select the photo, turn it black and white and increase the contrast.
Choose Filters> All Filters> Photocopy
Choose advanced options and then adjust the settings until you get the outline you want.
Most likely you wil have to touch it up a bit but the above should give you reasonable results
