I think the closest thing to a brush would be the "stamp" in PhotoImpact if you're just looking to place images onto your layout. I think that the brushes are designed more to have lots of transparency, but that effect could also be used with the transparancy tool and a stamp and/or a .png file. At least that's what I see as far as brushes in Photoshop are concerned, you can either "paint" with them, or if they are a specific graphic "stamp" them on.
PhotoImpact can't actually use Photoshop's brushes, but it would be easy to get the same effect, just a little more work. I haven't tested the stamp tool much, I'll have to play around with it a little more to see exactly what capabilities is has, I know that it can use PSP tubes though, which is a plus!
