You can try using the "chalk" brush that comes with PSE, and increase the size to the thickness you want, and the same brush as an eraser to remove any spots you don't want. The chalk brush has an uneven edge which is why I liked it for making items like this in PSE.

I still think Dani B's brushed frames kit would work for you for something that is quick and easy. Specifically the frames kit from her Digital Grafitti CD, and the bonus frames from her Little Sprout Combo pack. These are the ones that I grab when I want that kind of look.
