I'm not sure where to put this thread, so feel free to move it if I'm in the wrong place.

I recently was emailed a photo from my great aunt of my Great Great Grandfather that is in BAD need of cleaning up. It looks as if it was a scanned fabric paper type photo. I have both Photoshop Elements and Paint Shop Pro 9 but no matter what I do, I cannot correct it to the point of being somewhat nice looking. Does anyone here want to take a crack at it? Feel free to play with it. I'd love to send it back to my auntie looking nice, she is always trying to play with photos and putting cute frames on them, but never is able to edit them.
